The Supreme Leader of the World Government in One Piece, Imu, is the main antagonist of the entire series, and thus, he has quite a few enemies. From Luffy to Blackbeard, almost every major character within the story has some kind of animosity toward him, and all of it will be reflected in the final saga. However, the biggest threat that Imu has is not from Luffy or Blackbeard but from Doflamingo, the main antagonist of the Dressrosa arc.
Doflamingo is currently locked up in the infamous underwater prison, Impel Down, and even though his character arc has finished in One Piece, he still holds a lot of mysteries that could possibly shake the entire world. Not only that, but it also confirms the fact that he is still a significant addition to the storyline. The power that he holds in his hands makes him the biggest opponent of the Supreme Leader.
How Doflamingo Poses the Greatest Danger to Imu’s Rule
When Doflamingo was part of the central storyline, he was a member of the Seven Warlords of the Sea and also the most influential underworld broker. Not only that, but he is also a former World Noble, descended from the Donquixote Family. However, the most special thing about his character is that he knows a major secret of the World Government that he has hinted at quite a few times in One Piece.

After being locked up in Impel Down, he had a conversation with Vice Admiral Tsuru, where he revealed his views on justice, power dynamics, and the balance of the pirate world. He more or less conveyed the message that within the One Piece world, those in power decide what’s right and wrong, and thus get to rule it. Doflamingo’s Potential Link Ups in One Piece

While Doflamingo has the biggest bullet against Imu and the World Government, and also a reason to fire it, he doesn’t have the means for it, as he is currently imprisoned. The only way it is possible is if he somehow escapes from the clutches of the Marines and the World Government and gains back his control in One Piece. However, this won’t be easy at all, and he would certainly require help from other One Piece characters.
The most possible factions that come to mind are the Cross Guild and the Blackbeard Pirates. Doflamingo has clashed with the members of the Cross Guild during Marineford, and this could be used as a plot tool by Eiichiro Oda to make him a part of the organization. In terms of Blackbeard Pirates, Marshall D. Teach is the only character who managed to break out imprisoned prisoners from level 6 of Impel Down and recruit them to his crew.
Thus, both options are valid for Doflamingo, and they can help him expose the truth about the World Government and the biggest One Piece villain, Imu.
